Fall 2025 H-2B Filings Reflect Rising Demand and Increased Competition
On July 9, 2025, the Office of Foreign Labor Certification (OFLC) published the randomized group assignments for H-2B applications submitted during the July 3–5 filing window. These applications are for positions with a work start date of October 1, 2025, marking the beginning of the first half of Fiscal Year 2026.
This year, OFLC received 2,421 H-2B applications, covering 47,488 worker positions. That represents a 12% increase in applications and a 7% increase in requested workers compared to last year’s figures, when 2,158 applications were filed for 44,238 positions.
The OFLC assigned each application to a processing group through a randomized process. The majority of cases — 1,794 applications (74%) — were placed in Group A, which includes enough workers to fill the semiannual statutory cap of 33,000 visas. The remaining 627 applications (26%) were placed in Group B.
This year’s numbers reflect not only heightened employer demand for temporary seasonal labor but also a more competitive environment for securing H-2B visas. Last year, 80% of applications were placed in Group A, meaning the drop to 74% signals that more qualified applicants are competing for the same limited number of visas.
What This Means for Employers
For those in Group A, prompt action is critical. The Department of Labor has already begun issuing Notices of Acceptance (NOA) and Notices of Deficiency (NOD). Responding quickly and accurately to these notices will ensure continued movement through the certification process.
For employers in Group B, not all hope is lost. Many Group B applicants in the previous cycle ultimately received visas, thanks to supplemental visa allocations. However, with higher demand this year, employers should expect increased competition and fewer guarantees. Staying proactive and maintaining readiness for any potential openings in the cap is essential.
